Counselling & Shelter


Providing critical services and support to victims of gender violence is one of the key areas of work in WCC. Women and children facing issues including domestic violence, marital or relationship problems, rape and sexual harassment are given assistance through counselling and emotional support. The client is empowered so that she can make an informed choice about the next step she wishes to take.

WCC’s objectives in providing such services are :

  1. WCC provides the following services :Providing counselling and emotional support for women in crises.
  2. Providing temporary shelter for abused women and their children.
  3. Assisting women in seeking medical, welfare and police help.
  4. Providing legal advice on family and sexual violence matters.

1.       Counselling

a) Face-to Face Counselling

Women in crisis are welcome to drop in at WCC during office hours (9am -6pm, Mon to Fri) or PPW (9am -5pm) for direct face-to-face counselling that can be carried out in Malay, English, Mandarin/Hokkien and Tamil. Where needed and appropriate, crisis intervention counselling is provided. WCC also assist our clients to liaise with other government agencies such as hospitals, welfare and police to follow up their cases. Other services may extend to assisting in seeking financial assistance from welfare department, organising school transfers for children and sourcing for new jobs or suitable accommodation.

b) Telephone and E-Counselling

WCC runs a hotline or telephone counselling for women who are unable to come to the WCC office and is available during office hours. E-Counselling is also available for those who prefer to seek counselling through e-mail.

2.       Shelter


WCC provides safe and temporary shelter for abused women and their children. The shelter gives the women some peace of mind as they decide what to do next. The duration of stay is on a case-by-case basis and free food and shelter is given. Crisis intervention service is also provided where needed.

3.       Legal Advice

WCC provides advice to women in crises. Clients who wishes to utilize this service should contact WCC to make an appointment to meet with WCC’s volunteer lawyers.

In Penang mainland, WCC also manages Pusat Perkhidmatan Wanita (PPW), a project initiated by Penang State Women, Family and Community since 2009. Women residing in the mainland and the northern region now have easy access for help at PPW.
